be responsible for表示“對(duì)……負(fù)責(zé)任”，它的主語(yǔ)不一定是人，這種用法在美式英語(yǔ)中較常見。The cold weather is responsible for his absence. 冷空氣對(duì)他的缺蓆有一定的責(zé)任。
the person responsible表示“負(fù)責(zé)人”。I want to see the person responsible. 我想見負(fù)責(zé)人。
responsible後麪可跟that從句。The writer of a letter is responsible that it will be understood by its recipient. 寫信的人有責(zé)任讓收信人讀懂信的意思。
一般來(lái)說(shuō)，be responsible to後跟人，指“對(duì)某人負(fù)責(zé)”，而be responsible for後跟物，指“對(duì)某事負(fù)責(zé)”。

responsible for和responsible to都表示“對(duì)…負(fù)責(zé)”。前者通常以人作主語(yǔ),表示對(duì)某物〔事〕負(fù)責(zé); 後者後麪接人,表示對(duì)某人負(fù)責(zé)。

這兩個(gè)形容詞均有“對(duì)某人或某事負(fù)責(zé)的”之意。
responsible指能熟練而出色地履行職責(zé)或完成任務(wù)，或指在出差錯(cuò)而對(duì)其原因有爭(zhēng)執(zhí)時(shí)承擔(dān)過失。
liable著重指在不履行債務(wù)等時(shí)應(yīng)負(fù)法律責(zé)任或受罸。
